Frank was working in solicitation at KSL Radio station at this time. This would have put him on the streets of Salt Lake City, Utah as he worked. He is listed with his wife, Charlotte, three daughters: Kathleen, Shauna and Linda. Edna Ulke is also listed as mother-in-law and a widow. Charlotte was the person who gave this information to the census taker. They were living at 1261 Stratford Avenue in Salt Lake City, Utah when the census was enumerated on April 6, 1940.
Frank's caring attitude is shown by this story, as told by his son, Michael J. McLatchy. He heard it for the first time at his father's funeral 20 June 1957, but used this legacy story to buoy up another.
